Obama Administration Wants A Stay of Execution For A Mexican National

Humberto Leal Garcia of Mexico was convicted of murder and sentenced to death in Texas. The State Department and the Obama Administration want a stay of execution because was Garcia not told he could speak to the Mexican Consulate. The Supreme Court ruled in the past no state has to follow any treaty the federal government engages in unless there is a federal law saying so. There currently is no federal law. The only thing stopping tonight's execution is an injunction from the United States Supreme Court.
