State Dep’t Says it’s Not Suggesting Lack of Opportunity ‘is the Only Factor’ in Terror Recruitment

State Department spokeswoman Jen Psaki would not comment Thursday on reports saying an ISIS terrorist who has beheaded Americans is an educated, middle-class Briton, but speaking in general, she said the adminstration was not suggesting that a lack of opportunity was “the only factor” in terrorist recruitment.
