Paul Ryan's hometown of Janesville, Wisconsin.&nbsp; In fact, the sequester would at worst close the control tower at the airport.&nbsp; The airport would continue to operate under well-established FAA rules for non-towered fields.&nbsp; In the United States, less than 3% of airports have towers.</p>
