NATO Chief: Russia Moving Troops Around ‘Doesn’t Represent a Real De-escalation’

NATO secretary-general Jens Stoltenberg said Tuesday it was “too early to say whether we can see anything on the ground” around Ukraine, but made clear that a “substantial withdrawal” of both Russian troops and military equipment was needed.
