Rep. Eliot Engel (D-N.Y.) expressed concern Sunday about the contention by some that President Vladimir Putin should be given Crimea and parts of eastern Ukraine because he wants to protect ethnic Russians there, pointing out the consequences of similarly appeasing Hitler in 1938.
