Secretary of State John Kerry at the U.N. climate talks in Peru Thursday lauded the achievement of an initial $10 billion target in pledges for a global climate fund, but in Washington congressional Republicans are taking aim at the U.S. contribution, which accounts for almost one third of the total amount pledged to date.
