Secretary of State John Kerry on Monday highlighted Iran's cooperation with the International Atomic Energy Agency, but just four days earlier, the IAEA complained once again that Iran was not cooperating, and as a result the agency was unable to draw a line under questions about past activity in the nuclear field that may have had military applications.
