After drawing fire from refugee agencies and some Democrats in Congress, the Biden administration is signaling a backdown from its decision announced on Friday not to increase the number of refugees to be resettled in fiscal year 2021 from the record-low 15,000 cap set by its predecessor last fall. But officials are misleading when it comes to the geographic allocation of admissions.
