How the CBO Calculated the Health Care Deficit Reductions

On December 19th, the CBO released an estimate for the health care reform that stated that, as it was written, it would reduce the deficit $132 billion. In explaining this estimate, the CBO director went to great pains to try to explain that portions of the bill that contained "savings" would almost certainly not be implemented. This is a satire of his attempts to inject reality into the process.
