GOP says Obama's recess appointments are unconstitutional

Rep. Bill Johnson (R-Ohio) threatened Thursday to file a lawsuit against President Obama  and “hold him in compliance and accountable to the Constitution” regarding his controversial decision to issue recess appointments last week of Richard Cordray, to lead the new Consumer Financial Protection Bureau, and of three nominees to serve on the National Lab or Relations Board.  

On Fox Business with Neil Cavuto, Johnson said that starting Friday he would begin talking with constitutional lawyers to investigate if Obama overstepped his authority in making four recess appointments when the Senate was meeting in pro forma sessions. 

 Several GOP lawmakers criticized the move as disregarding the history and legality of Senate procedure.
