Critics have long blamed the George W. Bush administration for Pyongyang's nuclear breakout. Then-Secretary of State Colin Powell told lawmakers in 2003 that North Korea's violations -- clandestine uranium enrichment -- of a Clinton-era nuclear freeze deal began “before the ink was dry.”
