CNN's senior legal analyst Jeffrey Toobin railed against Republican-appointed federal judges from the Fifth Circuit who made the Justice Department write a single-spaced three page memo explaining the Obama administration's take on judicial review.
Toobin labeled the action a "disgrace" and added that "some of these Republican judges are just deranged by hatred of the President.
