Agreement Signed to Enhance US Forces’ Presence in Philippines, But No ‘Return to Bases’

Signing a 10-year agreement with the Philippines on Monday allowing for a rotating American military presence, U.S. Ambassador Philip Goldberg stressed that the pact “will not reopen U.S. bases” more than 20 years after two major ones were shut down.
