The State Department denied claims by Russian Foreign Minister Sergei Lavrov that Secretary of State John Kerry told him to “ignore” recent statements by President Obama which Moscow viewed as placing its involvement in Ukraine on a par with global threats like ISIS terrorism and Ebola.
