It's all a part of Jetman Dubai, which showcases "how far aviation has come." There are no announcements as to the commercial plans for the jetpacks.
"Jetman Dubai pilots Yves Rossy and Vince Reffet took part in the amazing display, flying high above the Dubai skyline with the world’s largest passenger aircraft. The display involved the A380 flying at 4,000 feet in two holding patterns. The daredevil duo, wearing jet propelled wings, deployed from a helicopter hovering above the aircraft at 5,500 feet before joining the plane. Rossy and Reffet performed formations on both sides of the aircraft and joined on one side before breaking away."
