13-Year-Old Carjacker With 9 Prior Charges Shot and Killed In D.C.

A 13-year-old carjacker was shot and killed by a driver in D.C. after the kid tried to steal the man’s car while purporting to hold a gun.

Let me repeat that, in case you missed it: a 13-year-old carjacker.

According to police, the victim was sitting in his car near Judiciary Square, an area of Washington, D.C. heavily populated with federal buildings, when two juveniles approached him and demanded he get out of the vehicle. The man said one was holding something under his waistband that appeared to be a handgun.

But while D.C. is notoriously strict about concealed-carry firearms, this guy was an off-duty federal security officer and was legally armed. Police say he exited the car and opened fire on the two carjackers, hitting at least one while the other fled. Police arrived on the scene and transported the wounded boy to a nearby hospital, where he was pronounced dead.

The boy was later identified as Vernard Toney, Jr. Authorities are still searching for the other kid involved.

There’s been a shocking increase in carjackings across the nation’s capital, many of them occurring in broad daylight in areas of the city not normally as prone to crime. Police logged 485 carjackings in 2022 compared to just 140 in 2018. As of September 1, there were 651 reported carjackings in 2023, with four months left to go in the year.

On top of being a criminal offense in and of itself, carjackings often turn deadly, including for the perpetrator. Also last week, just two days before Toney was shot and killed trying to steal a man’s vehicle, a 15-year-old girl was arrested in D.C after a carjacking that ended in a fatal crash that left another teenage girl dead.

At just 13 years old, Toney had already racked up nine prior charges before the crime that led to his death.
