UPDATE, 9:45 AM: During a press conference, officials said 27-year-old male Akayed Ullah committed the attack by detonating an explosive device.
The NYPD claims the device was a pipe bomb, which was strapped Ullah's body with zip ties and velcro.
New York City mayor Bill de Blasio called the attack an attempted terrorist attack.
Police say Ullah "did make statements" relating to ISIS, but would not confirm whether he was connected to ISIS.
There were three minor injuries in addition to Ullah's injuries.
