As Rep. Frank Pallone was reading from the Constitution, a patron shouted from the House Gallery "except Obama!" during the reading of Article Two, Section 1 which tells of the citizen requirements of the President of the United States. The section states: “No person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President.”
