US: North Korea Must Stop Missile Launches if it Wants Talks. But Joint Drills With South Korea ‘Will Continue’

Secretary of State Rex Tillerson said Monday North Korea must stop missile launches it it wants dialogue. That’s one half of a China-Russia “double freeze” diplomatic proposal. But U.S. Ambassador to the U.N. Nikki Haley made clear the other half of that proposal – an end to joint military drills with South Korea – is not on the table.
