Almost four weeks after the U.N. Security Council pledged to “begin to work immediately” on a new resolution incorporating “significant measures” against North Korea over its Jan. 6 nuclear test, State Department spokesman John Kirby on Tuesday could give no update -- and when a reporter pointed out that the council’s response has hardly been swift, replied, “It’s as swift as the international community can make it. I think there’s a lot of effort going on here.”
