McCain: ISIS Strategy 'Doesn't Sound Like a Strategy'

Defense Secretary nominee Ashton Carter said Wednesday that the U.S. "absolutely" needs to have a strategy to defeat the Islamic State of Iraq and Syria (ISIS), but Sen. John McCain (R-Ariz.), chairman of the Senate Armed Services Committee, said the "strategy" as Carter understands it to be doesn't sound like a strategy at all.
