One aspect of the whole abortion debate in Texas that hasn't seen much, if any, coverage is the presence of something called the "Fetal Abnormalities Exemption" in H.B. 2, which would nullify the bill in cases where there was a supposed "severe abnormality" and thereby allow abortions after 20 weeks.

During a July 2, 2013 House State Affairs committee hearing on the bill, Chet McDoniel, a fetal abnormality himself as he was born without arms and with shortened legs, took the stand and explained why this part of the bill should be removed.  "The United States claims that all life is created equal, but by allowing euthanasia of all life in the womb, we contradict our own Declaration," he said.
