In an intervew with Fox legal expert Judge Andrew Napolitano, Fox News' Martha MacCallum says, "...there has been a lot of debate in this country over whether or not the federal government and states should fund Planned Parenthood because they do refer people to and give them counseling with regard to abortion. They don't perform abortions at Planned Parenthood."
Judge Napolitano reponds, "Correct."
Planned Parenthood does provide abortions in the U.S. -- including Texas. Planned Parenthood lists abortion as a service it offers on its own website.
