Planned Parenthood Clinic Ignored Multiple Rapes of Same 14-Year-Old, Ala. Heath Dept. Reports

Within a four-month period, a 14-year-old girl had two abortions at the Mobile, Alabama, Planned Parenthood clinic - but, the clinic did not inform the police as required by law, the Ala. Health Dept. reports. Making matters worse, before the two abortions the 14-year-old had already given birth to two other children. Those were the findings of the Alabama Department of Public Health based on its inspection of the Mobile facility conducted in November 2014. 

MR # 16 [the report does not describe the child by name] was seen in the facility on 4/9/14 for counseling. Review of the History and Physical dated 4/9/14 revealed MR # 16 was 14 years old and had 2 living children given in separate births. There was no documentation in the medical record of the facility reporting suspected abuse to the proper authorities as required by Ala. Code Reporting of Child Abuse or neglect.

Per Alabama’s state law, all hospital, clinic, doctors, physicians and professional health employees are required to report when a  child is “known or suspected of being a victim or child abuse or neglect.” The law also states that a minor between 12 and 16 having intercourse with any person two or more years older than the minor is rape. Certainly, a 14-year-old girl aborting her fourth pregnancy is clearly suggests either rape or child abuse. 

Thankfully, the Alabama Department of Public Health said they do believe the incident involving the 14-year-old was eventually reported to law enforcement.

The inspection document also revealed evidence of poor patient care, including two cases of misreading sonograms leading to a misestimating of the age of the fetus and scheduling the wrong type of abortion. The clinic did a poor job and insuring the filing of required forms and signatures including cases where there was "no documentation what type of anesthesia was used." 

Just like some of the clinics that StemExpress head Cate Dyer talked about in the most recent Center For Medical Progress video, the Mobile, Alabama clinic had problems with cleanliness. The state inspections reported:

Based on the review of the facilities policies and procedures, observation and interviews, it was determined the facility failed to follow the procedure for Instrument Cleaning and Sterilization, gloves and hand hygiene. This had the potential to negatively affect all patients served by this facility.

WPMI TV in Mobile reported that "Alabama Congressman Bradley Byrne said this is just another reason why Planned Parenthood needs to be de-funded. 'We should not do anything to support this group and we should do everything in our power to make sure they don’t receive any taxpayer dollars,' Byrne said."

This is not the first Alabama Planned Parenthood clinic exposed for ignoring child abuse:

“In 2009, Lila Rose (Live Action) carried out a ‘sting’ at the Planned Parenthood Birmingham site, which is caught on tape, during which she impersonated a 13 year-old who had been impregnated by an older man and she was told by the PP staff that they would do the abortion and not report the suspected statutory rape/abuse of a minor,” she said. “Troy King, the Alabama Attorney General at the time, took control of this case, promising to bring charges against Planned Parenthood. Nothing was ever done. By the time the ADPH got the case back, all they could do was put PP Birmingham on Probation for 12 months, which they did.”

This  phenomenon of not reporting rapes of girls is not limited to the Planned Parenthoods in Alabama. Perhaps the worst case in recent years took place in Arizona where the intentional failure to report a young woman's rape, allowed a serial rapist to remain free and eventually attack at least 18 girls. 

The counselor intentionally miscoded the assault as a consensual encounter,” the PCSO report states. “The counselor told them that they did not want the hassle of having to report the assault to law enforcement as they were a mandatory reporter.  

These reports have very little to do with whether one is pro-life or pro-abortion.  Planned Parenthood claims to be an organization dedicated to protecting women's health.  But, based on reports such as these, and some of the information in the CMP videos, the organization's sloppy record keeping, the disregard for basic medical hygiene, and the many cases of its failure to protect society's most vulnerable---children, justifies the congressional move to transfer the half-billion dollars worth of women's heath funds to other organizations.
