“There is historic change coming tomorrow,” said incoming White House Press Secretary Sean Spicer in his first press briefing Thursday morning.

Speaking just 24 hours ahead of the presidential inauguration, Spicer went over the Trump transition team’s efforts since Election Day, ongoing efforts to confirm the President-elect’s nominees, and what Americans can expect from Trump’s inauguration address.

Spicer described Trump’s address as “less of an agenda” and more “philosophical,” a “very personal and sincere statement about his vision for the country.”

He said that Trump will speak on "what it means to be an American" and the challenges faced by the middle class.

“The President-elect continues to make edits and additions to his inaugural address,” he said. “In the speech, it’s going to be a very personal and sincere statement about his vision for the country. He will discuss what it means to be an American, the challenges that we face in the middle class … He’ll talk about infrastructure, education, our manufacturing base.

“I think it’s going to be less of an agenda and more of a philosophical document – a vision of where he sees the country, the proper role of government, the role of citizens. So, look forward to that tomorrow.”

On Trump's plans to sign four or five executive orders in his first day in office, Spicer would not specify which actions Trump plans to take or in what order.

“The President-elect is continuing to get briefed on some of the orders and the sequencing thereof,” he said.

Spicer did concede that the actions will involve “key issues that [Trump] talked about during the campaign,” including Obamacare, the fight against ISIS, and immigration.

He added that Americans can expect the coming days and weeks – and "probably first term" – to be "robust" in nature.

“He is committed to not just day one, but day two, day three, of enacting an agenda of real change," said Spicer. "And I think you’re gonna see that in the days and weeks to come.”

"It's going to be a robust not just day one, but I think first week, first month, probably first term."

“It is a work in progress,” he added. “There is a lot to be done.”

Spicer told reporters that his first official daily briefing as press secretary will be held at the White House on Monday in the James Brady Briefing Room.

Other briefings may be held in a larger room to accommodate media demand.
